Nonattainment areas are classified by the Environmental Protection Agency (EPA) to have air quality monitoring data for criteria pollutants above the National Ambient Air Quality Standards (NAAQS), which are outlined in the Clean Air Act. These areas are designated conservatively and are not necessarily exceeding the NAAQS every day. The Clean Air Act requires that ADEQ include an updated emissions inventory, a modeled attainment demonstration, a strategy for possible exceptional events demonstrations, and rules for pollution controls. ADEQ will be working with permitted facilities, local government, and community stakeholders in a collaborative effort to develop the SIP’s for these nonattainment areas.
