A Liquid Effluent Collection System (LECS) is an Onsite Wastewater Treatment system designed to convey primary treated wastewater from a septic tank as liquid effluent. The liquid effluent is conveyed through a network of pipes to secondary treatment or disposal. These systems can be designed as a Septic Tank Effluent Pump (STEP) or a Septic Tank Effluent Gravity (STEG) system. 

Permitting for a LECS design requires a combination of permits. A project with a LECS design will require Type 4 permits for the septic tanks, any required secondary treatment, and the disposal field, along with the LECS permit. 

Only ADEQ has the authority to permit LECSs in Arizona.
