If you are a fire agency (department/district) representative or if you are a member of an LEPC, you are authorized to view Tier II reports submitted for facilities in your jurisdiction. You will be able to access myDEQ to:

If the agency with jurisdiction over your facility is accepting electronic reporting, you do not have to mail or email copies of your Tier II report to them or the Arizona State Emergency Response Commission (AZSERC). While there is an MOA between the Gila River Indian Community (GRIC) and AZSERC that allows facilities on GRIC Lands to use the Online Tier II System, hard Copies of Tier II information for facilities that reside on the GRIC still need to be submitted to:

Facilities filing in the Town of Gilbert should be aware that Gilbert has its own Fire Department Regulation for reporting chemicals, and those reporting quantity triggers are much lower than what the State mandates as a Tier II chemical. Though these particular chemicals may not constitute a Tier II report, the Town of Gilbert Fire Department requires its facilities to use the Arizona Tier II Reporting System to manage these chemicals. Due to this, those facilities that are ONLY reporting chemicals that meet the Town of Gilbert Fire Department Regulation will be exempt from any filing fees that may be assessed by the State for Tier II facilities.

Fire agencies and Local Emergency Planning Committees (LEPCs) across the state have requested that facilities provide site maps with all Tier II reports, regardless of whether or not they have extremely hazardous substances (EHS) above Threshold Planning Quantities (TPQ) on site.
This request is authorized under 40 CFR §370.10(b)(2) which states that:
(b) The threshold level for responding to the following requests is zero.
(2) If your LEPC, SERC, or the fire department with jurisdiction over your facility requests that you submit Tier II information.
Site maps are considered vital Tier II information to first responders during an incident at a facility. Additionally, the site maps allow for better response planning for first responders and are a key part of the LEPC’s Comprehensive Emergency Response Plan requirements under EPCRA Section 302.
The requirement for site maps is now mandatory for all facilities submitting Tier II reports in the myDEQ Tier II platform.

No, you only need one login to access all of your facilities. As a consultant, reach out to your client or company that you are filing for to get access to myDEQ. You will receive a one-time link via email to set-up your access. Once you log in, you can prepare Tier II reports on behalf of any client that provides you access.
The Top Tier II system will remain operational until further notice so you can access any past information you may need. You will not be able to edit, amend, or add any new reports in the Top Tier II system, but you will be able to view existing information. We recommend that you download your information for your records.

The myDEQ system is designed so that owners or operators of a facility in the role of Responsible Corporate Officers (RCO) or Delegated Responsible Officers (DRO) are able to certify. ADEQ requires that a delegated official be an employee of the company that the Tier II report is being filed for (e.g., not a consultant filing on behalf of a client).
Any user with access to a facility in myDEQ can submit fee payments, but the payment option will only become available after the report has been certified. For example, if you are a consultant submitting payment on behalf of your client, you will be able to pay once the RCO or DRO has certified the report.
Here are the Tier II report statuses you’ll see in myDEQ:
- Draft — report has been started and is in progress
- Awaiting RCO/DRO Certification — report has been submitted and is ready for certification
- Awaiting Payment — report has been certified and is ready for payment
Most batteries contain sulfuric acid, an EHS, and additional non-EHSs. The facility must evaluate if sulfuric acid should be reported on the Tier II form by aggregating the amount of sulfuric acid in each battery to determine if the total quantity meets the threshold level.
In the new myDEQ Tier II reporting, lead acid battery information can be captured in two different ways.
- Facilities may enter the aggregate amount of sulfuric acid, lead, and other components individually as Pure chemicals and upload the accompanying SDSs for each one.
- Facilities can also report Lead Acid Batteries as a Mix while providing the components of the batteries, accompanying SDS, and total weight of all batteries.
For above-ground storage tanks and non-retail USTs, the threshold level for reporting is 10,000 pounds.
For gasoline at a retail gas station, the threshold level is 75,000 gallons (all grades combined).
This threshold is only applicable for gasoline that was in tank(s) entirely underground and was in compliance at all times during the preceding calendar year with all applicable Underground Storage Tank (UST) requirements at 40 CFR Part 280 or requirements of the state UST program approved by the Agency under 40 CFR Part 281 | View 40 CFR Part 280 > | View 40 CFR Part 281 >
For diesel fuel at a retail gas station, the threshold level is 100,000 gallons (all grades combined).
