New Air Quality Permit | OTODIS Quartzsite Used Motor Oil Refinery

On May 13, 2026, the comment period begins for the proposal to issue a new Air Quality Control Permit to OTODIS, LLC, for the construction and operation of the OTODIS Quartzsite Used Motor Oil Refinery located in La Paz County, Arizona. The comment period ends June 12, 2026.

Class II Air Quality Permit No.: 109368

Facility: 

The facility is subject to the requirements of federal and state clean air regulations. The facility emits the following air contaminants: coarse particulate matter with diameters 10 micrometers or less (PM10), fine particulate matter with diameters 2.5 micrometers or less (PM2.5), volatile organic compounds (VOCs), nitrogen oxides (NOX), sulfur dioxide (SO2), carbon monoxide (CO) and hazardous air pollutants (HAPs).

Aquifer Protection Permit Amendment | Clear Springs Wastewater Treatment Plant

On May 14, 2026, the comment period begins for the preliminary decision to issue a significant amendment to an Individual Aquifer Protection Program (APP) Permit to Hope Water Arizona South, Inc., for the Clear Springs Wastewater Treatment Plant located in Cochise County, Arizona. The comment period ends June 12, 2026.

APP Permit No.: 100824

The requirements in this permit will allow the permittee to comply with the two key requirements of the APP: 1) meet Aquifer Water Quality Standards at the Point of Compliance; and 2) demonstrate Best Available Demonstrated Control Technology.

Hope Water Arizona South, Inc.

Facility: 

Clear Springs Wastewater Treatment Plant
Allen Street west of US Highway 191, Sunsites
Cochise County

The permittee is authorized to operate the Clear Springs Wastewater Treatment Plant with a maximum average monthly flow of 69,000 gallons per day. The purpose of this amendment is to propose a new POW well to replace the existing well and updated the closure cost estimate and financial assurance mechanism.
