Southwest Phoenix, approximately bounded by Interstate 10 to the north, 7th Avenue to the east (and 3rd Avenue to the east at West Jackson Street), West Lower Buckeye Road to the south, and 75th Avenue to the west

Contaminants of Concern

Tetrachloroethene (PCE), trichloroethene (TCE), 1,1,1-trichloroethane (1,1,1-TCA), 1,1-dichloroethane (1,1-DCA), cis-1,2-dichloroethene (cis-1,2-DCE), 1,1-dichloroethene (1,1-DCE), 1,1,2-Trichloroethane (1,1,2-TCA), 1,2-Dichloroethane (1,2-DCA), and chromium

Action Taken

Source removal through soil vapor extraction (SVE) has taken place at several facilities under Consent Orders or Working Agreements. Other facilities continue to be monitored and/or evaluated through other ADEQ programs (primarily Hazardous Waste), while other facilities have settled their liability with ADEQ. ADEQ finalized the Remedial Investigation (RI) Report in August 2012. Two interested parties, under working agreements with ADEQ, submitted separate Feasibility Study (FS) Reports in July 2013 and July 2014.

A site-wide groundwater sampling event took place in 2019 that indicated the groundwater plume had a reduced footprint and lower concentrations. ADEQ requested that the Environmental Protection Agency (EPA) consider taking over investigation and remediation of the site. The EPA started a Preliminary Assessment to determine if the site qualifies for federal listing. The Preliminary Assessment was completed in 2021. A soil-gas study was started and completed by the EPA in 2021. A site-wide groundwater sampling event was also conducted by ADEQ in late 2023 and 2024 to determine current concentrations.

Status

ADEQ is currently preparing a Proposed Remedial Action Plan (PRAP) for the site.
