Information
The draft permit authorizes Veolia to continue existing operations as a storage facility for mercury-containing spent lamps and other mercury-containing manufactured articles (MCMA). Veolia is a four-building destination facility for spent universal waste where lamps and other MCMA are disassembled creating recyclable metal, glass, mercury-containing phosphor powder, and liquid mercury. There are no treatment or disposal units onsite, and none are proposed in the draft permit. The hazardous waste permit would be effective for a maximum of ten (10) years.
The draft permit specifies measures designed to minimize the release of mercury to the environment. It requires that Veolia coordinate with local emergency authorities in notifying, as appropriate, any residences, businesses, or schools that may be affected by a release or fire. The permit also requires that Veolia train its drivers to use alternate transportation routes as much as possible so as to avoid residential areas and schools.
