East Central Phoenix - 38th Street and Indian School Road | Delisted WQARF Site | Site Overview

Registry placement date: Sept. 21, 1998

Score: 20

County: Maricopa

Location: Phoenix, bounded by Indian School Road to the north, Piccadilly Road to the south, 38th Street to the east and 36th Street to the west

Contaminant of concern: Tetrachloroethene (PCE)

Action taken: ADEQ conducted an early response action (ERA) that consisted of the installation of a soil vapor extraction (SVE) system to remediate the source of PCE in the soil and groundwater. The system ran from 1994 to 1995 then was removed from the site in 2003. The remedial investigation (RI) report was completed in April 2015. In 2016, additional groundwater monitor wells were installed. In 2017, three in-situ chemical oxidation (ISCO) injections occurred at two monitor wells. The closeout feasibility study (FS) report was issued in June 2018.

Groundwater sampling in January, April and May 2018, confirmed PCE and trichloroethene (TCE) are not detected above the aquifer water quality standard (AWQS) of 5 micrograms per liter (µg/l) in any of the groundwater monitoring wells sampled at the site.  Historical groundwater monitoring data suggests that monitored natural attenuation (MNA) and a three in-situ chemical oxidation (ISCO) injections at two monitor wells achieved cleanup of the site to concentrations below AWQSs.

Status: In June 2018 ADEQ removed this site from the WQARF Registry as regulatory cleanup levels have been achieved and no further action is required. In December 2019 the site was reopened for further investigation because it was determined that cleanup levels had not been acheived.

Community Advisory Board (CAB): Established and meets on a regular basis
