ADEQ proposes to issue an Arizona Pollutant Discharge Elimination System (AZPDES) renewal permit to discharge pollutants to Waters of the United States to the following applicant, subject to certain effluent limitations and special conditions:

Facility Information
The City of Nogales and the USIBWC applied for a renewal AZPDES permit for the proposed discharge of up to 17 million gallons per day (mgd) of treated domestic wastewater from the Nogales International Wastewater Treatment Plant (NIWTP) to an unnamed wash, tributary to the Santa Cruz River, in the Santa Cruz River Basin in Township 23S, Range 13 E, Section 12, in Santa Cruz County, Arizona. The NIWTP is a publicly owned treatment works that receives domestic wastewater from residential, commercial, and industrial sources from Nogales, Sonora Mexico and domestic and commercial wastewater in Nogales and Rio Rico, Arizona. Sludge is stabilized in an aerobic digester and then dewatered for landfill disposal.
