Site Summary:

The Former Capitol Castings Facility (the Site) has been managed under the oversight of the Arizona Department of Environmental Quality (ADEQ) Voluntary Remediation Program (VRP) since 2002. As with any site that is remediated through the VRP where offsite groundwater impacts are present, the Water Quality Assurance Revolving Fund (WQARF) requirements must be followed at this site. Stakeholders with downgradient receptors have been actively involved in the WQARF process to address any potential impacts or concerns.

The Site COCs are monitored as two separate VRP areas:

  • The 1,1-DCE plume follows WQARF Rule and has a 2016 Record of Decision for monitoring.
  • The BTEX plume is currently eligible for a risk-based closure and begins a 45-day public notice period which will run from May 16, 2019 through July 1, 2019.
