PUBLIC NOTICE | Proposed Leaking UST Case Closure for Case File 5074.01

Information

This vacant property operated as a Richfield Service Station from 1929 to 1972 and an auto supply store in the 1980s before becoming part of Hudgeons Ford Mercury between 2005 and 2006. The LUST release was assigned in April 1999. There is no identified UST owner/operator.

The State Lead Unit and its contractor, Brown and Caldwell, have performed corrective actions since 2012. Soil borings/monitoring wells (SB/MW) were installed in October 2012, with data indicating that volatile organic compounds (VOCs) benzene, TMBs and xylene were found at concentrations exceeding applicable regulatory standards between 35 and 75 feet below ground surface (bgs) in SB-1/MW-1. Benzene and 1,2-dicholorethane (1,2-DCA) was found in MW-1 at concentrations of 190 micrograms per liter (µg/L) and 120 µg/L, respectively. In August 2013, a soil vapor survey was conducted to evaluate the inhalation exposure risk from this soil contamination, and the Site Characterization Report was approved.

Groundwater data from monitoring wells is available from 2012 through 2016. The groundwater was injected with PersulfOx® in May and August 2014. The post remediation groundwater data shows that the VOC concentrations in MW-1 have decreased and the VOC concentrations in the other two monitoring wells are below any applicable regulatory standard. 

A site-specific risk assessment and detailed file/information search have been completed. Based upon the results of  remedial activities and site-specific information, the site is eligible for alternative LUST closure under Arizona Revised Statutes (ARS) §49-1005(E). Arizona Administrative Code (AAC) R18-12-263.04 allows case closure of a LUST site with groundwater contamination above the AWQS or Tier 1 Standards.
