Delegation Agreements

ADEQ is authorized to delegate some of its environmental regulatory functions, powers or duties to a local environmental agency, county health department, public health services district or city agency.1 ADEQ’s rules continue to apply statewide, but delegated agencies may also have separate authority to impose compliance standards that are stricter than those in ADEQ's rules.

Delegation Agreement Monthly Reporting Forms/Formats
ADEQ will work with delegated counties and cities on continuous improvement of reports related to Delegation Agreements. The Excel workbook linked below contains the most up-to-date Monthly Report Forms/Formats for Water Quality Management and Solid Waste Management Functions and Duties. Any updates will be posted at this same location.
Upon the effective dates of the amended delegation agreements, the deadline for report submittal will be the 14th day of each month following the reporting month. Reports should be submitted electronically | Online Reporting Form >
