ADEQ proposes to issue an Arizona Pollutant Discharge Elimination System (AZPDES) permit to discharge pollutants to Waters of the United States to the following applicant, subject to certain effluent limitations and special conditions:

Facility Information
EPCOR was installed as interim manager of Johnson Utilities by the Arizona Corporation Commission in 2018. As interim manager of Johnson Utilities, EPCOR is the current operator and permittee of the Pecan Water Reclamation Facility (WRF). Any future operator or operators of the Pecan WRF will be responsible for environmental compliance at the facility, including compliance with this permit during their tenure as operator.
As interim manager, EPCOR applied for a new AZPDES permit for the proposed discharge of up to 4 million gallons per day of treated wastewater from the Pecan Water Reclamation Facility. EPCOR proposed to reopen the subsurface discharge leach field that is directly underneath Queen Creek (Outfall 001), and add two other new outfalls (Outfalls 002 and 003). The discharge from Outfalls 001, 002 and 003 are all to Queen Creek, tributary of the East Maricopa Floodway, which is a tributary to the Gila River in the Middle Gila River Basin in Township 2 S, Range 8 E, Section 29 in Pinal County, Arizona. The Pecan WRF is a privately owned treatment works that receives domestic wastewater from residential and commercial sources in Queen Creek. Sludge is stabilized in an aerobic digester and then dewatered for land application or landfill disposal.
