Why do I need a Crushing and Screening Plant General Permit?

The Crushing and Screening Plant General Permit allows activity requiring crushed stone and/or the production of concrete under air quality rules. Concrete batch plants can also be operated under this permit to produce concrete. In PM10 (particulate matter 10 micrometers or less in diameter) attainment areas, this general permit allows for 6,500 tons per day for crushing and screening operations, and up to 1,275 cubic yards per day of concrete. In PM10 non-attainment areas, this general permit allows for up to 4,410 tons per day for crushing and screening operations, and up to 1,275 cubic yards per day.  This permit covers the following types of equipment: crushers, screens, pugmills, silos, boilers, internal combustion engines, baghouses, storage bins, storage piles, wash plants, direct-fired fuel burning equipment and vehicular traffic.
