Why do I need a Hot Mix Asphalt Plant General Permit?

The Hot Mix Asphalt Plant General Permit allows facilities to produce hot mix asphalt, crushed stone and concrete under air quality rules. The Hot Mix Asphalt Plant General Permit allows for 5,280 tons per days in PM10 (particulate matter 10 micrometers or less in diameter) attainment areas and 3,150 tons per days in PM10 non-attainment areas for standalone hot mix asphalt plants. Under the Hot Mix Asphalt Plant General Permit, crushing and screening and concrete batch plants can be collocated with more stringent requirements. The permit covers the following types of equipment: crushers, screens, pugmills, silos, boilers, internal combustion engines, baghouses, storage bins, storage piles, wash plants, direct-fired fuel burning equipment and vehicular traffic.
