On Oct. 22, 2026, the comment period begins for the preliminary decision to issue a significant amendment to an Individual Aquifer Protection Program (APP) Permit to the City of San Luis for the San Luis West – Wastewater Treatment Plant located in Yuma County, Arizona. The comment period ends Nov. 21, 2026.

The purpose of this amendment is to increase the design flow to 3 million gallons per day (MGD) and modify the existing treatment technology. The facility will operate an Interim Wastewater Treatment Plant with a capacity of 1 MGD while it modifies the existing facility to accommodate 3 MGD.
The requirements contained in this permit will allow the permittee to comply with the two key requirements of the APP: 1) meet Aquifer Water Quality Standards at the Point of Compliance; and 2) demonstrate Best Available Demonstrated Control Technology (BADCT). BADCT's purpose is to employ engineering controls, processes, operating methods or other alternatives, including site-specific characteristics (i.e., the local subsurface geology), to reduce discharge of pollutants to the greatest degree achievable before they reach the aquifer or to prevent pollutants from reaching the aquifer.
