On Oct. 8, 2026, the comment period begins for the preliminary decision to issue a significant amendment to an Individual Aquifer Protection Program (APP) Permit to the U.S. Department of the Interior – National Park Service for the Grand Canyon National Park – North Rim Wastewater Treatment Plant (WWTP) located in Coconino County, Arizona. The comment period ends Nov. 7, 2026.

The North Rim WWTP is operated by the Grand Canyon National Park and is located on the North Rim of Grand Canyon National Park, near the North Rim developed area off Helibase Road, in Coconino County, Arizona. The purpose of this amendment is to replace the secondary treatment system with a temporary packaged membrane bioreactor (MBR) treatment system in response to damage sustained in the 2025 wildfire. The facility will have a maximum average monthly flow of 86,000 gallons per day (gpd). The new treatment train includes headworks with mechanical screening, an equalization tank, packaged bioreactors providing biological nitrogen removal, MBR filtration, and ultraviolet (UV) disinfection. Effluent will be discharged to Transept Canyon under a valid Arizona Pollutant Discharge Elimination System (AZPDES) Permit No. AZ0110426.
