AZPDES Permit Renewal | City of Benson Wastewater Treatment Plant

On Aug. 3, 2026, the comment period begins for the proposal to renew an Arizona Pollution Discharge Elimination System (AZPDES) permit to the City of Benson for its wastewater treatment plant located in Cochise County, Arizona. The comment period ends Sept. 3, 2026.

The City of Benson submitted a renewal application for an AZPDES individual permit for the proposed discharge of up to 1.2 million gallons per day (MGD) of treated domestic wastewater from the City of Benson Wastewater Treatment Plant. The discharge would flow to an unnamed wash, which is a tributary to the San Pedro River in Cochise County, Arizona. Discharge to the receiving water will only occur when the volume of treated effluent exceeds the irrigation needs of the San Pedro Golf Course. The facility is a publicly owned treatment works that receives domestic wastewater from residential and commercial sources in Benson. Sludge from the facility is pumped to drying beds and disposed of at the Western Regional Landfill.
