New Source Review & PM2.5 National Ambient Air Quality Standards

Summary:

ADEQ proposes amending air quality rules in Title 18, Chapter 2, Articles 1, 2, 3, and 4 for the following purposes:

  1. to adopt Clean Air Act (CAA) New Source Review (NSR) requirements for serious ozone nonattainment areas in order to secure approval from the U.S. Environmental Protection Agency (EPA) of the serious nonattainment area state implementation plan (SIP) that will be required for the Phoenix-Mesa ozone nonattainment area (NAA);
  2. to adopt EPA’s new fine particulate matter (PM2.5) National Ambient Air Quality Standard (NAAQS) in Article 2;
  3. to improve and clarify the state's minor NSR program in R18-2-334;
  4. to resolve deficiencies identified by EPA in its March 18, 2015, proposed limited approval/disapproval of a revision to the SIP designed to update Arizona’s federally approved NSR program; and
  5. to make various non-substantive changes within the rules to improve clarity.
