Transforming Contaminated Properties into Community Assets

The Arizona Finance Authority (AFA) Brownfields Revolving Loan Fund (BF-RLF) finances cleanup activities at contaminated properties throughout Arizona. The program offers low-interest loans to return brownfields properties to productive reuse. 

How Funds Can Be Used

Funded activities may include pre-cleanup site planning as well as most costs necessary to implement an environmental cleanup, such as:

  • Cost to treat, remove, or mitigate environmental contamination
  • Hazardous material or waste disposal fees
  • Confirmation sampling or other cleanup-related sampling
  • Engineering controls

Program Details

The AFA administers the BF-RLF program under a grant from the U.S. Environmental Protection Agency. Technical assistance is provided by ADEQ’s Brownfields and Voluntary Remediation Programs (VRP).

An AFA-established BF-RLF Selection Committee reviews applications and recommends projects for funding, in consultation with ADEQ’s Brownfields staff.

Qualifications & Funding Options

To qualify for funding, entities must own the property, must not have contributed to the contamination, and cannot be otherwise liable for cleaning up the site under the section 107 of the Comprehensive Environmental Response, Compensation, and Liability Act. Funding options are designated as follows:

Low-interest loans are available to:                     

  • Tribal entities 
  • Local Governments
  • Private, for-profit entities
  • Nonprofits

How to Apply for Funding

The BF-RLF application process moves through several distinct phases. First, you will coordinate with ADEQ to verify eligibility, then submit your financial and redevelopment documents to the AFA, and finally await committee review. 

Follow these steps to navigate the application process:

  2. Schedule a consultation: Contact our Brownfields Coordinator to set up a free consultation to determine site and borrower eligibility. This meeting helps potential applicants create an application packet; it does not guarantee funding approval.
  3. Enroll in the VRP: Apply to enter ADEQ’s VRP and pay the nonrefundable application fee. Enrollment in the VRP is required for a BF-RLF loan | View VRP Info >
  4. Apply to the AFA:  On the AFA webpage, navigate to the Loan Application and Instructions section to complete and submit your free application.
  5. Await review: Once all required information and documents are received, the AFA-established BF-RLF Selection Committee will evaluate the application for an award.
  6. Receive your award letter: If approved, you will receive an award letter from the AFA with specific instructions on how to proceed.
  7. Complete the work: Conduct the cleanup work and provide the required reports.
  8. Get reimbursed: Submit your invoices for reimbursement.
