ADEQ officials announced today two Brownfields Grant awards totaling $15,129 to the Citizens Business League of Arizona (CBLA) to support preservation and redevelopment plans for three historically significant structures on property located at 689 Virden Road in Duncan. A non-profit organization, the CBLA recently purchased the 14-acre property, which includes three buildings known as  the Scale and Seed Houses and the Gin. CBLA envisions multiple possible post-redevelopment uses for the County of Greenlee including community meeting facilities, an Internet Café, a museum and monthly farm-to-market food vendor outlet.

Brownfields Grant funds will be used to perform an asbestos and lead-based paint survey and Phase I Environmental Site Assessment (ESA). The ESA and survey will address both the underlying land and structures by identifying potential or existing environmental contamination and the type and amount of building materials present that contain asbestos and lead-based paint, which require cleanup or abatement prior to reuse to protect public health and the environment. The survey also will provide an estimate of associated clean-up costs.

ADEQ Brownfields Assistance Program

Established in 2003, ADEQ’s BAP conducts projects through Arizona’s State Response Grant using funds provided by the Environmental Protection Agency. The program has funded more than 70 projects, assisting entities from local governments, schools, hospitals and nonprofits to tribes in completing environmental assessments, cleanup and restoration.

Redeveloping brownfields has the potential to reduce environmental hazards, mitigate public health threats, create new business opportunities, increase tax revenue and restore habitats and blighted areas to productive use. Program funds are limited and available to eligible applicants in the order that they apply and qualify.
