Figueroa Avenue Water Pollution Control Facility (WPCF) is a privately-owned treatment works that receives domestic wastewater from residential, commercial, and industrial sources in the City of Yuma. On Feb. 18, 2025, ADEQ received a request from the City of Yuma to modify an existing AZPDES permit which became effective on Aug. 15, 2023. The proposed permit modification postpones the existing compliance schedule for the Nitrate + Nitrite limits. The permit authorizes the discharge of up to 12 million gallons per day (mgd) of treated domestic wastewater domestic wastewater to a federal mitigation wetland, which is tributary to the Colorado River, a protected surface water in Arizona that is a Water of the U.S. (WOTUS) in the in the Lower Gila River Basin, in Township 16 S, Range 22 E, Section 28, in Yuma County, Arizona.
