Aquifer Protection Permit Amendment | Pink Cliffs

On June 12, 2025, the comment period begins for the preliminary decision to issue an amended Individual Aquifer Protection Permit to Zeniff Landfill, LLC, for the Pink Cliffs Land Co., LLC Mill Monofill and Mill Pond Landfill (Pink Cliffs) located in Navajo County, Arizona. The comment period ends July 13, 2025.

Aquifer Protection Permit No.: 103134

The requirements in this permit will allow the permittee to comply with the two key requirements of the Aquifer Protection Program: 1) meet Aquifer Water Quality Standards at the Point of Compliance; and 2) demonstrate Best Available Demonstrated Control Technology.

The amendment proposes to increase the waste elevation, which results in an increase to the allowable waste volume. The amendment also proposes to incorporate a groundwater monitoring system.

Pink Cliffs is a mill monofill and mill pond landfill operated by Zeniff Landfill, LLC.
