The VVRP pays a portion of emissions-related vehicle repairs after a failed emissions test. This program promotes improved air quality for all Arizonans by encouraging, incentivizing and assisting vehicle owners with ensuring their vehicle emissions meet federal standards. All applications are subject to ADEQ approval, which is based on both program eligibility and available funding.

ADEQ accepts applications to the VVRP on a first-come, first-served basis during two separate funding cycles each month. The online application portal opens at 9 a.m. on the first and third Tuesdays of each month (excluding holidays¹). ADEQ closes the portal when the maximum number of approved applications has been reached for the funding cycle.

Application approvals are determined based on both program eligibility and the availability of funding, which fluctuates according to monthly program revenue and vehicle repair costs.

If a holiday falls on a Tuesday, the application will be open the next day.

ADEQ will review your application and inform you about your application status within 3 business days (excluding weekends and holidays) by:

• USPS mail (please allow additional time for mail delivery).

Yes! We welcome all repair shops to apply to become a part of our program. Ask your repair shop to submit an application. It typically takes about five business days for ADEQ to enroll a new shop if they are eligible | View Instructions & Application >

No problem, you will just need to cover the cost of the repair facility’s diagnostic service ($75). 

Opting Out: If the repair facility provides its diagnosis and you decide not to proceed with repairs, your vehicle will no longer be eligible to participate in VVRP until the next time you need to register your car in Arizona.

No. To participate in the program, you must proceed with the repairs at the approved VVRP repair facility that diagnosed your vehicle and provided you with the repair estimate.

The approved VVRP repair facility bills ADEQ directly for up to $900 in repairs for all gasoline and light-duty diesel vehicles. You must cover the cost of repairs over that amount.

Within 60 days of failing a required emissions inspection.

Beginning 90 days prior to your vehicle registration expiration date.

Once you are enrolled, you have 60 days to visit an approved repair facility and receive a repair estimate.

As a courtesy, ADEQ calls and emails you to help you take advantage of the program and provide assistance.

Once the approved VVRP repair facility has completed the repairs, you must have your vehicle retested at an emissions inspection station within seven days. 

If your car does not pass the retest, return your vehicle to the approved VVRP repair facility that made the repairs. The repair facility is required to fix the problem at no additional charge to you until it passes the emissions test.²
