Solid Waste Program

The two main functions of the Solid Waste Progam is to issue permits to solid waste facilities and to ensure those facilities are regulated on a consistent basis by solid waste inspectors. In addition, the program is a resource for residents regarding proper residential and commercial disposal of solid waste, and it is responsible for responding to and investigating any complaints related to solid waste.

Permits and Plan Review

The type of facility determines the ADEQ approval requirements. Facilities regulated under this program include:

  • Municipal solid waste landfills
  • Non-municipal solid waste landfills
  • Biohazardous medical waste facilities and transporters
  • Solid waste transfer stations
  • Waste tire collection sites
  • Special waste transporters
  • Special waste receiving facility           
  • Used oil marketers, processors and transporters
  • Battery collection sites

Complex facilities such as landfills and special waste facilities require a permit that involves reviewing and approving construction plans, verifying monitoring that will be in place, submitting ongoing reports and allowing a public comment period when interested parties have the opportunity to voice approval or concerns about a particular project. This lengthy process must be completed before a final permit is issued. Then, after a facility has been issued a permit, ongoing maintenance and reporting to ADEQ helps ensure that the environment is being protected throughout the life of the facility.

Equally environmentally important, less complicated facilities are registered, licensed or issued certifications rather than permits. For example, after a thorough review of their application and information, a septage hauler is issued individual licenses for each truck.

Inspection and Compliance

Once facilities have obtained the proper permit, certification or license, ongoing compliance is necessary to assure the facility continues to operate in an environmentally safe manner. The Waste Inspections and Compliance Unit conducts initial, routine, follow-up and complaint-based inspections to determine compliance in accordance with state and federal regulations. Then the unit works with responsible parties to either gain or maintain compliance at a given site.

Compliance is not limited to registered, permitted or certified solid waste facilities, and the solid waste unit also serves as a public resource for questions related to the disposal of solid waste whether a residential location or a commercial operation.
