What Are My Health Risks?

For Soil | There is little to no health risk unless there is contact with skin or ingestion of contaminated soil.

Site Summary:

Industrial lot where approximately 200,000 tons of asphalt roofing shingles and associated roofing debris have been abandoned from recycling efforts. Instead of depositing debris in local landfill, efforts to recycle materials for economic value was completed by two companies, Central States Shingle Recycling LLC and JLM Enterprises Inc., the generators of the deposited waste. Generators had various operation throughout the valley for waste deposit and recycling process from 2000 to 2005. This site is a result of various deposited materials being consolidated. Recycling operations ceased and remaining materials still remain on-site. The comingled pile is currently contained and secure from public access. This waste is considered a solid waste and requires disposal in an approved disposal facility by EPA and state standards.

Corrective Actions: 

  • ADEQ has issued three Notices of Violation (NOVs) to the generators of the material, and two to the property owner in December 2015 and December 2016.
  • The City of Phoenix has issued citation for code violations in February 2017.
  • Per a settlement agreement with the City of Phoenix, the property owner started to remove the remaining material on Nov. 9, 2020. Approximately 1,000 to 2,500 tons of material per day will be disposed of at an approved landfill. Since commencing operations, 104,081 tons of material have been removed from the site (as of April 2).
