PUBLIC NOTICE | Decision to Issue an APP to Durham Regional Landfill, LLC (DRL)

Pursuant to Arizona Administrative Code (AAC), Title 18, Chapter 9, Article 1, the ADEQ Director intends to issue an Aquifer Protection Permit (APP) to Durham Regional Landfill LLC (DRL), for the DRL Non-Hazardous Liquid Waste Solidification Facility

Information

The DRL has been in operation since March 2015. The proposed permit allows solidification of non-hazardous industrial liquid waste in lined trenches within the future landfill footprint. The design of the facility consists of three side-by-side trenches within an approximately 2-acre lined structure designed to contain all liquid waste. In addition, this APP grants a permission to solidify non-industrial liquid waste on in situ soil during excavation of the future cells. 

The maximum rate of discharge of liquid waste will be 30,000 gallons/day into the lined trenches, and 50,000 gallons/day within future cells footprint during cell excavation. The trenches within the lined evaporation pond will be constructed with double-lined 60-mil HDPE geomembrane and leak detection sumps. The pond will have a geosynthetic clay liner (GCL) underneath the HDPE geomembrane liner to minimize the potential for discharge. Groundwater monitoring and daily inspections will be required to ensure compliance with all permit conditions and protection of the environment

ADEQ will review all written comments. If the Director finds a significant degree of public interest in the proposed modifications, or he finds that a hearing may clarify one or more issues involved in the modification approval, the Director will schedule a public hearing on this matter.
