PUBLIC NOTICE | Proposed AZPDES Renewal Permit for EPCOR Water Arizona Inc.

Notice: Pursuant to the Clean Water Act and in accordance with Arizona Administrative Code (AAC) R18-9-A907, the Director of ADEQ proposes to issue an Arizona Pollutant Discharge Elimination System (AZPDES) Permit to discharge pollutants to U.S. waters to the following applicant, subject to certain effluent limitations and special conditions:

Information

EPCOR Water Arizona Inc. applied for a renewal AZPDES permit for the proposed discharge of up to 3.0 million gallons per day (mgd) of treated domestic wastewater, reject water from WTP and also water resulting from the membrane cleaning process from the Anthem Wastewater Treatment Plant (WWTP) to the unnamed wash, tributary to Deadman's Wash, tributary to New River in the Middle Gila River Basin in Township 6 N, Range 2 E, Section 22, in Maricopa County, Arizona. The Anthem WWTP is a publicly owned treatment works that receives domestic wastewater from residential, and commercial sources in Anthem. Sludge is contained in aerated sludge holding tanks, dried on a belt filter press, and then hauled to a landfill. Liquid sludge may also be hauled offsite by a licensed hauler for off-site disposal at an approved site.

Public Comment Period 

Dates: March 22, 2017 – April 21, 2017

All written comments received by ADEQ by the close of business 30 days after publication of this notice will be considered in the final permit decision. A public hearing request must be in writing and must include the reasons for such request. If there is a significant degree of public interest, the Director will hold a hearing in accordance with Arizona Administrative Code R18-9-A908(B).
