PUBLIC NOTICE | Draft Permit Renewal for Hazardous Waste Post-Closure Facility Luke Air Force Base

ADEQ hereby gives notice of its intent to renew the hazardous waste post-closure permit held by Luke Air Force Base (LAFB) for the Munitions Treatment Range (MTR) Unit 8. The permit contains plans for post-closure maintenance that the Air Force will follow during MTR Unit 8’s 30-year post-closure period. The unit was certified closed in January 2002.

Facility Location

The MTR is located on the northeastern portion of the Barry M. Goldwater Range, within Maricopa County, approximately 15 miles southwest of Gila Bend.

Information

The MTR was used for treatment of waste munitions and included eight former treatment units. All of the treatment units are closed. The MTR will continue to be used solely for emergency response activities and training exercises. MTR Unit 8 is a former burial pit located in the southwest portion of the MTR. The burial pit is approximately 140 feet long by 40 feet wide by 12 feet deep. It contains ash and debris resulting from the open burning of hazardous waste munitions and soils with arsenic concentrations above the nonresidential soil remediation level of 10 parts per million. A cover has been installed which has been engineered and constructed to ensure that there is no threat to public health or the environment.          

The draft post-closure permit renewal allows LAFB to continue proper long-term management of the cover for MTR Unit 8. The management of the cover includes performing inspections, maintenance and corrective action when necessary. If approved, the proposed post-closure permit will be effective for 10 years. It can then be renewed as necessary to continue maintenance of the cover during the post-closure care period of at least 30 years.

All written comments received by ADEQ by the close of business 30 days after publication of this notice will be considered in the final permit decision. A public hearing request must be in writing and must include the reasons for such request. If there is a significant degree of public interest, the Director will hold a hearing in accordance with AAC R18-9-A908(B).
