Steps to Determine a Business’s Eligibility for the P2 Program

In an effort to reduce the use of toxic substances and hazardous waste generation in Arizona, more businesses are adopting measures that go beyond minimum standards set by regulations. ADEQ’s Pollution Prevention (P2) Planning Program assists these organizations by providing guidance to achieve successful pollution prevention measures. Following is a list of steps and resources to help determine your business’s eligibility for the P2 Program.

Step 1: Determine if your company needs to file a P2 Plan by reviewing filing thresholds.

Filing a P2 Plan benefits businesses that exceed any of the thresholds for hazardous waste generation and toxic substance use. If the facility does not meet any of the thresholds, a P2 Plan does not need to be filed. If your facility does meet a threshold, proceed to Step 2 | View Thresholds > 

Step 2: Review P2 filing exemptions.

Even if your business exceeds threshold requirements, a P2 Plan is not required if the facility meets any of the exemptions. If the facility is exempt, a P2 Plan may still be voluntarily submitted | View P2 Planning Exemptions >

Step 3: Complete a Determination of P2 Plan Filing Status Form.

Complete the Determination of Pollution Prevention Plan Filing Status and submit an email copy to ADEQ staff. P2 staff will review the determination form submitted and contact you once more information is required. If your facility is not required to implement a P2 plan, you will receive an email from P2 staff. If your facility is required to implement a P2 Plan, you will receive an official letter from Program staff providing you with a P2 ID number and a date for submitting your facility’s Plan | Download Form>

Step 4: Determine a Business’s Eligibility

P2 staff will review the determination form submitted and contact you once more information is required. If your facility is not required to implement a P2 plan, you will receive an email from P2 staff. If your facility is required to implement a P2 Plan, you will receive an official letter from Program staff providing you with a P2 ID number and a date for submitting your facility’s Plan.

Step 5: Plan Maintenance.

If your facility has developed a P2 Plan and it has been approved by staff, you must maintain your Plan. Each year by July 1, you must submit a Toxic Data Report (TDR), which consists of a progress report.  View Progress Report Instructions >
