• Spill Prevention Control and Countermeasure Plans - ADEQ does not implement the federal Spill Prevention Control and Countermeasure Plan (SPCC) regulations. However, the U.S. EPA requires an SPCC under the U.S. EPA: Spill Prevention, Control, and Countermeasure (SPCC) Rule to help prevent any discharge of oil into navigable waters or adjoining shorelines.
