As the Deputy Director of the ADEQ, Henry acts as the Chief of Staff to the director and on his behalf oversees the agency's day-to-day operations and attends to selected policy and enforcement issues.

Henry Darwin most recently was the acting director of the Water Quality Division and was the Administrative Counsel of ADEQ.

He has previously managed the air quality, water quality and Underground Storage Tank compliance programs at ADEQ. Henry also has worked for Salt River Project as in-house environmental counsel and served briefly as an Assistant Arizona Attorney General on special assignment to ADEQ's hazardous waste program.

Henry, a native of Yuma, holds a Bachelor of Science degree in hydrology from the University of Arizona and a J.D. from Lewis & Clark College's Northwestern School of Law. He is a licensed attorney in Arizona, was the primary author of ADEQ's Compliance and Enforcement Handbook and also developed the Arizona Environmental Performance Track program.
