PUBLIC MEETING | Input on Funding Options for International Outfall Interceptor (IOI) in Nogales

The Arizona Department of Environmental Quality (ADEQ) will convene a public meeting to seek input on funding options for rehabilitation and maintenance of the International Outfall Interceptor (IOI) in Nogales.

A unique opportunity currently exists to leverage significant federal resources to begin an upgrade of this aging infrastructure. However, the opportunity is time-sensitive and dependent on the local community providing a portion of funds to the overall project cost.

The IOI is the conveyance mechanism between the Nogales, Sonora waste water collection system and the waste water treatment plant in Rio Rico, Arizona that treats waste from both Sonora and Arizona.   Long standing structural integrity issues associated with the IOI have resulted in years of periodic releases of untreated sewage along the length of the IOI in the communities of Nogales and Rio Rico.

During the public meeting, ADEQ will:

  • Provide an overview of the historical and current condition of the IOI and associated infrastructure;
  • Share current funding options and time constraints associated with those options;
  • Review current economic, ecological and community benefits associated with the use of surface and groundwater within the Santa Cruz River riparian corridor and potential impacts if surface and groundwater resources decline; and
  • Seek community input on how to proceed.
