Air Quality Division: Plans: Yuma Natural Events Action Plan

Yuma experienced an exceedance of the 24-hour National Ambient Air Quality Standards (NAAQS) for PM10 on Aug. 18, 2002. ADEQ's analysis of wind data and other information from August 18 indicated that the exceedance was caused by high winds. Based on this analysis, ADEQ developed the Yuma Natural Events Action Plan (NEAP). The Yuma NEAP, submitted to the Environmental Protection Agency (EPA) on Feb. 18, 2004, and available upon request (contact Andra Juniel at (602) 771-4417) demonstrated ADEQ's commitment to 1) establish public notification and education programs; 2) minimize public exposures to high concentrations of PM10 due to future natural events; 3) abate or minimize appropriate contributing controllable sources of PM10; 4) identify, study and implement practical mitigating measures as necessary; 5) periodically reevaluate the conditions causing violations of the PM10 NAAQS in the area and the adequacy of the actions being implemented; and 6) document future natural events.

As required, ADEQ needed to demonstrate that the NEAP commitments had been met by completing a NEAP Implementation Plan Report. This report was submitted to EPA on Aug. 17, 2005, and is available below. The report outlines how Yuma (along with Yuma County and the City of Somerton) has established a public outreach and education component as well as a dust control action plan to provide notification of high wind events. The report also details Best Available Control Measures (BACMs) implemented in the Yuma area along with the Yuma Agricultural Best Management Practices (AgBMP) Rule, and Yuma's inclusion in the Opacity Rule for point sources of PM10 (see Yuma NEAP Implementation Plan Report below for details). The NEAP Implementation Report will now become part of the larger Yuma Maintenance Plan to be submitted to EPA early 2006.
