Recognized Repair Facility (RRF) Program

In 2015, there were approximately 51,165 On-Board Diagnostic (OBD) vehicles that were unready when presented for emissions inspection and another 145,351 vehicles that failed the emissions inspection test. In an effort to reduce these numbers, ADEQ’s Vehicle Emissions Control (VEC) Program launched the Recognized Repair Facility Program.

Program Benefits

The program commends facilities that show considerable success in the repair of emissions-failing vehicles. While ADEQ cannot endorse or recommend repair facilities, participating businesses will receive a certificate from ADEQ and a place on myAZcar.com RRF repair shop listing page.

Program Requirements

Arizona Administrative Code defines a “Recognized Repair Facility” as a business that has a primary purpose of vehicle repair, an Arizona transaction privilege tax license and at least one employee with nationally recognized certification for emissions-related diagnosis and repair. Automotive Service Excellence (ASE) certification meets this criteria with their A1, A6, A8 or all A1 through A8 (Master Certification). L1 certification, of course, is preferred but not mandatory.

Participation requirements include, but are not limited to:

  • ASE Certification
  • OBDII scan tool that meets SAE1978/SAE J1979
  • Phoenix shops-3 gas emissions analyzer, capable of reading HC, CO and NOx
  • Tucson shops-2 gas emissions analyzer, capable of reading HC and CO
  • A 75 percent or better repair efficiency on the RIN Reportfor the past three-month period (by the time of application)

How to Apply
